Miami-based Nopetro Energy, a developer and operator of renewable natural gas (RNG) projects, has named Russ Boullion as the company’s vice president of commercial development in its RNG solutions division.

In this role, Boullion will help expand Nopetro’s footprint in the heavy-duty trucking sector and build new partnerships with both public and private sector fleet operators.

Boullion will work closely with the company’s executive vice president of RNG solutions, Scott Brinner, to expand Nopetro’s commercial reach and support its network of RNG fueling stations and production plants. He also will help grow Nopetro’s N360 offering, which provides customers with a truck, lifetime service, maintenance and fuel, often at a fixed price per gallon.

Nopetro says Boullion’s focus will include building relationships with trucking companies, private fleet owners, waste companies, municipal transportation departments and local governments. He also will identify opportunities to strengthen fuel logistics and support station development amid rising demand and emerging technologies, such as the Cummins X15N natural gas engine.

“Russ is joining us at a pivotal moment,” Nopetro CEO Jorge Herrera says. “His experience will help us bring the benefits of RNG to fleets across the country, providing a cleaner, high-performing, American-made fuel option, while his ability to build strong relationships will accelerate connections with fleets, municipalities and partners. His proven leadership and fresh perspective will strengthen existing partnerships and open new opportunities for growth.”

Boullion brings experience in trucking, logistics, transportation management, supply chain management and industrial and commercial development. He joins Nopetro with a background in leading commercial operations for the chemical logistics sector, including serving as commercial director for Delta Chemical, a PSC Group company.

He also has served in several leadership roles at Quantix, formerly A&R Logistics, including vice president of packaging and warehouse, where he led development of the export packaging business, and vice president of corporate marketing, where he led a companywide rebrand.

Boullion previously held leadership roles at Westlake Chemical in all modes of transportation and logistics.

He holds a master's degree in business administration in addition to a bachelor’s degree in finance.

The Recycled Materials Association (ReMA), headquartered in Washington, has appointed Paul Hartgen as senior vice president of growth, strategy and operations. Hartgen will oversee strategic initiatives focused on enhancing member value and experience while driving operational excellence that supports ReMA’s mission.

Hartgen will report to ReMA President Robin Wiener and will be based at ReMA’s Washington headquarters.

Hartgen joins ReMA after nearly 14 years at the National Association of Manufacturers (NAM), Washington, where he served as vice president of member programs and executive director of the Innovation Research Interchange (IRI), a NAM division.

At IRI, he worked closely with a membership base largely comprised of Fortune 500 companies, leading efforts that positioned the organization at the forefront of industrial innovation. On the program side for NAM, Hartgen spearheaded the development and launch of the Manufacturers Retirement 401(k) & Savings Plan, designed to help small and midsized manufacturers attract and retain a great workforce.

Previously at the NAM, Hartgen held roles as vice president of board and strategic initiatives and corporate secretary. He also led the NAM’s Council of Manufacturing Associations, where he worked directly with the CEOs of more than 200 national manufacturing trade associations to advance industry collaboration, grow membership and drive advocacy initiatives, according to ReMA.

He has served as president and CEO of multiple state restaurant and lodging associations, where he excelled at identifying ways to deliver greater value and support to members.

“We are thrilled to welcome Paul Hartgen to the Recycled Materials Association,” Wiener says. “His proven expertise in association management, strategic planning and building value for members will be invaluable as we continue to expand the association’s reach and influence. I look forward to working with him to develop an operational strategy that aligns perfectly with the future growth of our members and the industry as a whole.”
