Oxnard, California-based organics recycler Agromin composted more than 1.25 million tons of organic waste in 2025, a 250,000-ton increase from 2024, the company says.

The company manages 21 processing and composting facilities throughout California. Its finished products are used by farmers, commercial landscapers, residential customers, nonprofits, schools and state and local government agencies.

Because of state-mandatory organic waste recycling laws, like Senate Bill (SB) 1383,  Agromin says California jurisdictions are enlisting the help of organics recyclers to convert their green waste into compost and mulch. Ten of those jurisdictions partnered with Agromin in 2025 to distribute finished compost and mulch products to residents through customized coupon programs.

As a result of these programs, residents in nine cities and one county could order free materials through an online portal operated by Agromin. In 2025, 1,806 tons of compost and 2,246 tons of mulch were distributed free to residents in bulk, and an additional 17,450 bags of compost were given away, Agromin says.

“Under SB 1383, jurisdictions need a place to put their compost and mulch made from organic waste,” Agromin CEO Bill Camarillo says. “The materials can no longer go into landfills. The coupon program and other free distribution programs are ideal. Jurisdictions comply with state mandates while offering free, all-organic soil products to their residents. We expect to see these programs adopted in more and more jurisdictions.”

In January, Agromin and Santa Ana, California-based OC Waste & Recycling (OCWR) announced a partnership aiming to expand the distribution of compost and mulch to bulk customers in Orange County. As part of the collaboration, Agromin will identify and connect customers with OCWR’s compost and mulch products.
