The American Biogas Council (ABC) has released a statement applauding the U.S. Senate for passing budget reconciliation legislation that includes several provisions critical to the continued growth and stability of the U.S. biogas industry.
This bill reflects the Senate’s strong support for U.S.-produced energy, waste recycling and rural economic development, ABC says. The organization’s Executive Director Patrick Serfass shared the following statement in response:
“We’re encouraged to see the Senate continue to recognize the value of recycling manure, food waste, wastewater sludge and other organic wastes to create homegrown energy. Three in four American voters agree with federal investment in biogas production and this bill gives the industry tools it needs to keep building biogas projects and creating jobs, especially in rural communities.
“Among the most important elements is an extension of the Clean Fuel Production Credit (45Z). In addition, the final Senate language appropriately preserves important protections for manure-based biogas projects, including clear guidance for GREET model updates. The bill also mirrors the House’s approach to ensure that only U.S. and North American feedstocks are eligible, which helps level the playing field for U.S. producers.
“The ABC welcomes the continued transferability of tax credits, which helps finance projects in agricultural, wastewater and food sectors. The bill also continues tax credits to incentivize energy production and investment when biogas is used to generate power—ensuring these energy investors can plan with confidence through 2032. Finally, support for the 45V hydrogen production credit will provide clarity for active investments, including those leveraging biogas and RNG in their projects.
“We appreciate the Senate’s leadership and look forward to working with the House to get this across the finish line.”
