The Division of Building Authority of the state of Arkansas has issued a notice to contractors seeking bidders to close a landfill complex in Mountain Home, Arkansas, in the north central part of the state.
According to the notice, sealed bids will be received until Sept. 13, 2016, with the work desired described as “construction of the closure of inactive NABORS landfills located in Mountain Home, Arkansas, for the Arkansas Department of Environmental Quality (DEQ).”
An online article prepared by the Arkansas Democrat-Gazette refers to the landfill as a “financially troubled site” that has been operated by the Arkansas DEQ for several years despite being owned by the North Arkansas Board of Regional Sanitation (NABORS).
The newspaper says no solid waste has been accepted at the site since late 2012, when a regional solid waste district voted to default on a $12.3 million bond issue.
Subsequently the Arkansas DEQ has hauled leachate from the landfill site in part by using funds that were intended to pay for the closure of the landfill, according to the Democrat-Gazette.
The DEQ estimates the closure will cost from $13 to $18 million, with financing coming from a state landfill closure trust fund that can make the money available in 2018.
