The Pennsylvania Department of Environmental Protection (DEP) has determined the Phase II Part B portion of Elcon Recycling Services LLC’s application to build a commercial hazardous waste treatment and storage facility in Bucks County is what it calls “administratively complete.” The application will now undergo a 10-month technical review, which will include opportunities for public participation.
DEP conducted a series of administrative reviews on the hazardous waste application, resulting in two DEP administrative deficiency letters dated May 30, 2017, and January 9, 2018. In response to the review letters, Elcon supplemented its application with responses received by DEP on Oct. 13, 2017, and May 9, 2018.
When fully operational, Elcon expects to process up to 210,000 tons of largely liquid chemical and pharmaceutical waste per year at a facility that was previously part of a United States Steel operation.
