Two men have been charged with embezzlement after allegedly running a scheme and stealing $249,000 from the Southeast Berrien County Landfill Authority in Missouri, a report by the Herald Palladium says. Clyde Fuller III of Buchanan, Missouri, and Terry Snow, Eau Claire, Wisconsin, allegedly ran the scheme from December 2016 to June 2017.
Fuller faces charges of conducting criminal enterprise and embezzlement of more than $100,000, the report says. Snow is charged with aiding and abetting a criminal enterprise and embezzlement of more than $100,000. Both charges can result in a 20-year prison sentence.
Fuller was the director of the Niles Township Landfill Authority while Snow was an employee. The landfill authority was making payments of around $249,000 to one company, GT&S Enterprises, over the course of several months. Berrien County sheriffs investigated the payments and found that GT&S was linked to Goldie Snow, Terry's mother.
The report says the payments to GT&S coincided with transfer to bank accounts owned by Snow and Fuller. Fuller authorized the invoices showing the payments to GT&S. The investigation also revealed that GT&S provided no services to the landfill.
Michael Sepic, Berrien County prosecutor, says in the report that the landfill authority itself was not aware of the relationship with GT&S.
Fuller was the general manager at the Bertrand Township landfill since mid-2011, the report says. He was terminated from his position in July. Fuller was also a reserve officer for the Buchanan Police Department until the investigation.
Fuller’s bond was set at $20,000 personal recognizance and Snow’s was set at $10,000. The report says a pre-exam conference for both cases is set for Dec. 20 and a preliminary examination hearing has been scheduled for Dec. 27.
