The National Waste and Recycling Association (NWRA) has voiced its support for new emissions guidelines proposed by the Environmental Protection Agency (EPA). The Federal Plan for Municipal Solid Waste Landfills, which takes effect June 21, implements emissions guidelines and compliance times for municipal solid waste (MSW) landfills. The guidelines pertain to MSW landfills located where state plans are not in effect.
“We are pleased that the EPA has issued the federal plan,” says NWRA President and CEO Darrell Smith. “It provides more regulatory certainty for our industry.”
The federal plan includes identification of legal authority and mechanisms for implementation; inventory of designated facilities; emissions inventory; emission limits; compliance schedules; a process for the EPA or state review of design plans for site-specific gas collection and control systems; testing, monitoring, reporting and recordkeeping requirements; and public hearing requirements.
