Philadelphia releases request for information

The city’s water department plans to expand its anaerobic digesters to co-digest preprocessed food waste.


The Philadelphia Water Department (PWD) has released a request for information (RFI) for the acceptance of preprocessed food waste at the city’s wastewater treatment plants. Responses for the request will be accepted until Aug. 4 at 5 p.m.

The PWD is looking to expand the feedstock used in its anaerobic digesters at the Southwest and Northeast Water Pollution Control plants. Currently, the plants create biogas that is used on-site for head and power generation as well as fuel for other plants. The biosolids created during digestion is processed into Class A biosolids and fertilizer pellets.

In 2015, legislation was revised and required commercial waste generators to divert its food waste through anaerobic digestion or farm livestock feed. The city also announced a zero-waste goal by 2035 and created a 16-member cabinet to create a plan by September 2017. Despite these efforts, according to the RFI, 228,000 tons of food waste per year is discarded in Philadelphia. Co-digestion, the RFI says, will aid in the city’s diversion efforts.

PWD has assessed its digester capacity and determined there is enough for the co-digestion process, but now is searching for additional information to implement it. In the request, PWD is asking how collection, pretreatment, quality and delivery would be handled by a potential company to create the highest quality feedstock possible.

Collection of food waste will be the vendor’s responsibility, and the city is seeking an outline of the basic process, the types of facilities the vendor will collect from and which facilities would be targeted for collection.

Pretreatment of the waste will be done before delivery to the digesters. The RFI says, “pretreatment must be comprehensive enough to remove contaminants, including trash, plastics and other such materials, from the collected food waste stream.” The request asks potential vendors how they will reduce grit content and if they have a pretreatment facility in operation.

PWD is looking for the food waste to pass its sewer discharge and pretreatment regulations, the request says. It asks vendors how they will handle those regulations. The request also puts delivery responsibilities onto the vendor, and asks potential vendors how they would plan to deliver the waste and how often.

Other submission requirements include a company profile, an outline of previous experience, any potential impacts of co-digestion, an estimated time frame and any alternative proposals.
