Resource Recycling Systems (RRS), based in Ann Arbor, Michigan, has announced Resa Dimino and Catherine Goodall as co-CEOs, effective Jan. 1, 2026. Longtime CEO and co-founder Jim Frey will remain involved in consulting and business development as a strategic advisor.
Dimino and Goodall bring decades of experience in recycling policy, market development, systems design and sustainability strategy, RSS says. Both have served in senior leadership roles at RRS and played roles in shaping the firm’s direction, including its transition to employee ownership.

“Catherine and Resa represent the next generation of RRS leadership—collaborative, experienced and deeply committed to our mission,” Frey says. “This evolution builds on the systems thinking that defined RRS from the beginning and ensures our clients and partners are supported by a resilient, high-performing team.”
This year, the company has updated its brand identity, transitioned to an employee stock ownership plan (ESOP) and expanded its leadership team. RSS says the co-CEO appointment complements these strategic moves as the company scales services and deepens impact across public, private and nonprofit sectors.
Dimino, based in New York, has more than 35 years of experience across public and private sectors, including work with the New York State Department of Environmental Conservation and recycling businesses. She provides leadership in RRS's business development, has helped launch the SignalFire Group and developed key partnerships.
Goodall, who operates out of Berlin, Germany, brings more than two decades of experience in global packaging policy, EPR compliance, corporate sustainability and materials recovery strategy. In her management role, she has helped launch a team, led updates to the company’s governance, spearheaded the creation of pathways for employees to become direct shareholders and oversaw corporate communications.
Dimino will focus on people, partnerships and business development, while Goodall will lead finance, operations and client services. RRS says the structure is designed to leverage the profiles of both leaders while allowing them to remain actively engaged with clients and internal teams.
Frey will remain engaged with the company, providing strategic guidance and continuing to support select clients in a consulting and advisory capacity.
